Dunno about EchoLink but for IRLP, take a look at the "files" area...
http://groups.yahoo.com/group/irlp/files/ It sends data by TCPIP to the
APRS-IS. You could arrange for the local IGate to gate it back out to RF.

I understand there is a glitch in the script, but I haven't observed the 
problem. I believe there is an update coming out for it soon.
