Nope.  There are only four bits in the address field to store the SSID.
That means it can only be from 0 to 15.  Even if the TNC, tracker, or
software program accepts -62 as an input, there's no way it can transmit it
over AX.25.  On the Internet or using some other format (like PSK31) you
could get away with it, but not with normal packet.
