[aprssig] KPC 3+ and Pet Bros 100 interfacing

FYI: Current version of firmware for the KPC3+ has the clear option. If you
have a slightly older version (I think I have 8.2) it does not have the
clear option. Makes it look really strange when the GPS goes on the fritz,
because you keep sending BLT with the last position the GPS sent before it
gave up the ghost.
