[aprssig] Reconnect to APRS servers

In Schedule Editor, add a new entry "+1 APRSERVE_CONNECT", which will
connect to the server 1 minute after you start UI-View. You can set it to +0
for immediate connect, but I prefer to let a minute elapse to let everything
stabilize.

While in the Schedule Editor, hit F1 to review the other choices available
to you.

Folks,

    I've got UIView set to restart upon reboot.  Once we get APRS running in
the area, it will be necessary that it restart when my PC reboots (since I
will be the local gateway).  So if there is a power outage and my PC
reboots, it will come back up.

    Is there any way to option it to automatically reconnect to the APRS
server when the PC reboots?
