Just curious... I read on www.hamhud.net/rinohorn.html that:
"If a 28 MHz or below amateur radio is used, SmartBeaconing©
cannot be used, according to FCC rules."

Is there some FCC rule saying that SmartBeaconing can't be used
in the US on or below 28 MHz, and if so, why does it exist? TIA.
