[aprssig] Rotate WX data

We have done a DNS load distribution where there is one DNS name
(rotatewx.aprs2.net) assigned to 4 different Tier 2 servers.
It is automatic. WX users no longer need to be concerned which
individual server they need to send data. rotatewx.aprs2.net port 23.

Background...

A single server shouldn't become saturated. It is recommended using DNS
rotation (single DNS name, multiple addresses). The nice thing about DNS
rotation is the fact that it is not machine specific. In other words, machine
A gets the first address, machine B gets the next address, etc. etc. etc.
This tends to distribute the load better than trying to put it in the
individual client applications.

Anyone sending WX data to the APRS-IS should connect using
rotatewx.aprs2.net and port 23.

Each of the 4 special servers are set up with only one task in mind, to
receive WX/CWOP data from clients and nothing else. Each are linked
together and share the same exact data.

This information should be shared with anyone that has an interest in
only sending WX data to the APRS Internet Service.
