 They don't like to publicize specifics. (AlQ has succeeded in terrorizing the
West.)
It is not one broadcast per call, but still one per "each unit registered on
this tower" which comes from the live list of who is connected at any given
time. No ACKs are required though. The initial outreach is something like that
one cell tower "sneezing", a very short burst of data goes out, with zero impact
on the voice circuits.
