[aprssig] Beacon Doesn't

Actually the biggest issue isn't with the software. It's with people that
have Digi's setup with wrong or missing PHG information. Would be nice if
software was more specific but it doesn't help when it's feed wrong data to
begin with. The vast majority of the Digi operators do it correctly but it
only takes a couple of miss configured PHG strings to really mess up a
display.
