Google had a clever idea with gmail.  They used invitations, initially
giving them out to employees, who invited friends, who invited their
friends.  They don't have to do anything as long as there's no trouble.
If someone DOES abuse the system, you can look at the trail of invites
to figure out where things went wrong and delete the whole "tree" of
bad accounts.

So you could seed the APRS message accounts with known hams (that you
know personally or can vet from this list, for example).  Then just
tell them to invite anyone they want, as long as they're sure the new
guy is a ham and understands the rules.  After some kind of cool-down
period you start giving the new guy the capability to invite people.
