Not a web-page but a local IP-based program to do this already exists.  
The M0CYP UI-InstantMessenger utility operates either as an add-on for 
UI-View,  or as a stand-alone application running on an IP connection 
logged into an an APRS server, or with the AGW Packet Engine for 
over-the-air operation.    Get it from M0CYP's website at:
