You are confusing "IGATE" with "GATE" .


The command "GATE" is only required to go from HF to  VHF; i.e. to 
crossband digipeat.  


It  *IS NOT* required to get into the Internet directly from HF.   Igate 
stations, either HF or VHF, will normally feed *ANY*  valid packet they 
hear, into the Internet system, regardless of paths stated in the packet.  


Repeating my last post, the shorter the packet, the more likely it is to 
be decoded successfully and  considered "valid".
