[aprssig] Balloons, Ham Radio and APRS in UK

As I am not fully familiar with the radios in question I do not know there 
full function.

As far as using other radios this is not an issue for "us" so to say.

The question is what is available to use an APRS type feature in the UK from 
a balloon.
