[aprssig] aprsd confusion

It was set to off and it still had the problem,

Seems the filter command was doing it.

The main thing with aprsd is to make sure that the conversion of Mic-E 
packets is set to off.  That seems to take care of the problem.  aprsd 
will pass Mic-E to the aprs-is as is and the clients take care of the 
conversion accordingly.
