Hi,
No, normally I haven't this problem. Only one time driving near Barcelona I had a squelch mistake, but no more times.
Likewise, with Echolink in Spain most links use 100 Hz tone squelch without problems, then I think there isn't problems to use 100 Hz with Voice Alert in Europe.
