No, that information is out of date.
PCSAT2 is now permanently Packet
digipeater with uplink on 145.825 and
downlink on 425.275.   WB4APR

But as of tonight it is being shut down for
24 hours for astronaut safety during docking.

I have been reading over the information concerning
PCSAT2.
Generally speaking, the UPlink is ALWAYS PSK31 fed,
and
the Downlink is FM Packet; 1200bps.  
Is this correct?
Great.  I have NO set up for PSK31, and don't 
care to put one together, seeing as I am running
HF/VHF 300/1200bps already.
