I run a La Crosse 2310 Wireless weather station and use a program named Weather Sisplay and it works fine. the program can ce found at:

About a year ago, I contacted La Crosse and they refused to release the protocol
specs. Kind of difficult to use with APRS if you can't talk to the box. You
might try, too. Maybe a constant dribble of requests will make them wake up.
