www.mp3car.com has a few circuits for powering laptops on and off.....
Maybe with the addition of a latching relay, you could use one of those....
Just an idea.

Haven't searched lately, but dig around in your town for a large RV or
Marine installation place. Or, get online and find the websites of ambulance
builders - those who take a chassis and built it up to be an ambulance.
Those types of places have all kinds of DC voltage management available, or
will be able to point you to some sources.
