[aprssig] solutions sought for monitoring idea

I'd thought at one time about simply hooking an hour meter to the COR
signal, and listening to data on a TNC.  This would yeild a comparison
between data that was received OK , and data that was corrupted and
therefore not decoded by the TNC.
