No, this is the proper formatting for a gated packet.  Refer to the
third-party packet specification for more information.  You have the
AX.25 header (W2KB>APU25N,WIDE3-3) and the third-party header
(W0SNJ>APX150,TCPIP,W2KB*).  The third-party header indicates that the
packet came from APRS-IS (TCPIP) and was gated to RF by W2KB.  This is
all correct.
