[aprssig] Puget Sound packet hog counter

A while back in the Puget Sound area, we decided to recommend a limited
trace path for a lot of stations.  We were having some pretty serious
network loading issues and needed the additional diagnosis that trace
provides.  It's a throw back.  I'm unsure what the other digi operators are
doing around here but my SEA node fully supports both Bobs WIDEn-N call sign
replacement idea as well as TRACEn-N and callsign replacement on things such
as I5LNK and I90LNK.  There's a couple of others we use locally for public
service events as well.

The hog counter has a configurable option that allows it to call out packets
it sees above a certain threshol.  In this case anybody running a path great
than 3-3 gets flagged in the counter.
