[aprssig] alt input digipeater

Because someone running a tiny track can't receive an object to display or to
know he's in an area served by ALT input. If we were to use a PL tone output
on the main digi in town, my 2m voice rig would let me know.

Stephen Smith brought up last night that many of the old 2m rigs used with tiny
traks don't have PL tone decode... while that is true, most folks running a TT3
do it on a 2nd rig. I'd be willign to bet their primary rig in the car has PL
tone decode.

I want to be very clear on this... no tracker will TX using a PL tone on 144.39
or 144.99. Only the main digi in an area served by an alt input digipeater
will transmit the pl tone. A person who chooses to monitor 144.39 can set a
memory in their primary 2m or dual band rig with tone squelch on and if they
ever hear a packet break their squelch with a 67 hz PL tone, they know they are
in an alt input accessible area. Now I'm specifically suggesting the main digi
in the area use this PL tone rather that the alt input digi transmitter itself.
The reason for this is that the alt input digi transmits so infrequently.

I know this is way down there in terms of the number of people who might take
advantage of it, but since most rigs used in digipeaters (except for the xtal
bound bat wing gear) will sent PL tones, it's just a matter of switching on the
PL tone encoder next time you're at the digipeater site. I thought it might be
a good time to bring this up since it's spring and many of the snowed in sites
will be accessible soon. This is a zero cost feature.

Again, I just threw 67hz out there... we can pick something else... as long as
it's not the 100hz voice alert tone.
