[aprssig] fourth.aprs.net retiring

4th is likely going to cease to be fourth. Real soon.  Anyone from here 
still using it should migrate to another Core or Tier-2 server. 
First.aprs.net is also hosted at Texas A&M, and has the same ports, 
sports a faster machine, and better network connectivity.

In the short term, fourth is going to support aprsfirenet, which has 
suffered an ISP casualty.  In the long term, the machine hosting fourth 
is destined for surplus.  I'm not sure if I'll be able to replace fourth 
anytime soon, but since it's essentially originating from the same site 
as First, we don't get much benefit from the redundancy.
