[aprssig] UI-DIGI odd behaviour

It does not acknowledge the password..that's the way it works. 

After entering the password correctly type 'BT 1' and if it returns 
beacon 1 it's in sysop mode.  If it's not in sysop mode it will reject 
the command and disconnect.
