[aprssig] New Tier 2 Servers Online

We have added two more servers to the Tier 2 Network to make a total of 
29.  T2POLAND2, our second server in Poland, is operational with theURL 
of szczecin.aprs2.net, and T2MNTREAL has just come online with the URL 
of montreal.aprs2.net
