[aprssig] My D-STAR on APRS

Thanks to the "IcomInterface 1.0b05" for javAPRSSrvr, my
Icom IC-V82 and IC-2200H can now be viewed by other APRS
users on the Internet and on RF in Lubbock, TX.

I appreciate the time Pete Loveall, AE5PL, took to write the
software and walk me through some of the installation.

As far as I know this is the first software written
specifically with D-STAR as a consideration.
