If I did that right, those should be the periods during which there's direct
line-of-sight between ISS and PCSAT.  I can see what they mean about the
dynamics being good during this period - when I ran this a year ago, mean
duration was only 763 seconds.  I'd upload the ground track animation if I
had the bandwidth - the two birds look like they're playing crack-the-whip
during their access opportunities.
