The question was more subtle than that.  It was asking if
then end-user stations hearing the 3rd party packet off-the
air would properly decode the non AX-25 formatted pseudo
packet contained in the 3rd party packet.  bob

Hi All
          aprs-scs uses 3rd party format for all its Igated packets.
So aprs-scs igate will handel this just fine.
