[aprssig] How to send filter info with APRS+SA?

Larry,

After you connect to the filter SERVER on port 14580, just send a 
message to SERVER on the APRS-IS port, and in the body of the message 
send "filter r/lat/lon/range" or what ever you want as a filter..
