[aprssig] WX station transmit rate?

 From a mesoscale monitoring perspective, we'd LOVE to see 5 min... or 
even 1 min data.

 From an APRS/AX.25 network perspective, I'll take as often as I can get 
and hope for at least 15 min intervals...
