SHouldnt be that way.  RELAY should be supported everywhere.
Also WIDE2-2 should be supported everywhere, and even WIDEn-N
should be supported in most of the large states out west.  If
digi-owners
are doing otherwise, then they may be missunderstanding the New n-N
Paradigm.
