[aprssig] Why does...

Is the SSID -9 the car and one software is decoding it
as a car and another software not decoding it as a
car?  

The packet has alot of coordinate data but I can't see
anything else I recognize.

The packet doesn't seem to indicate WinAPRS so I can't
make any other comment, I am not versed with other
software.
