I just looked Eric, and it is fine here and the raw packet does not look 
like what you just sent.

I.E.
WB4YNF-10>APN390,KB4TOH-10*,qAr,KE4TZN:!3618.63N/07700.33W#PHG6860/145.130 
PL131.8 AHOSKIE,NC

Which means the I-Gate that put that on the APRS-IS "Could have" got the 
calls mixed up for the packet you saw?
