Yes, but that's all we are doing at this point is discussing
how we can FIX 144.39 and arrive at a KISS system that
we can define simply for digi owners and users.

We aren't there yet, but are getting close.  So all these
proposals on the SIG are just to try to figure out a fix
to all the abuse going on..

Its too early to give you a good answer for your case.
But I think we are getting very close...
