I significanlty re-tuned the LA Area plan to simplify it and
make it able to be achieved piecemeal one digi at a time.

It is the  ultimate APRS in the area, supports over 300 in the
local ALOHA limt, operates at 1200 baud, solves IGate overlap
problems, eliminates ALL dupes, and doesnt even need anything
but a simple TNC (even without any special n-N routing or 
special techniques).

This leads us into the simple KISS conclusion that WIDE2-2 
can now be the universal APRS path EVERYWHERE.  See
