If SoCal has too many digis and too many weather stations why not try 
to get some of them to just QSY and have a separate 1200 baud APRS 
"weather net"?  Would also need an Igate or a 9600 baud backbone gate.  
That would be at least as easy as getting them to 9600 baud.
