If I understand what you're getting at, I'd have to say that exists now
http://www.xastir.org
Platforms - Windows, Mac, *Nix, Solaris and likely a few I've forgotten.
Same code base, same user interface, came configuration.
Maps - what with different countries, different map types/formats around
the world and xastir's current support for what 125+ different map
types/formats (local to the system or online), it's by far and away the
most flexible display system in APRSdom to date. What with layering,
properties - one can even custom arrange different 'stacks' of maps for
your own needs. Some places are even using it as a 'non-aprs' GIS like
display. Screenshots (outdated - current version is 1.4.2, these are
from V1.0.2) of several different maps and displays:

Equipment (TNC)- KISS, AX.25, serial, AGWPE, userspace sound card. Take
your pick, use what you got.
Equipment (Radio) - Moot point, as whatever TNC you're using/have
available handles all that for you.
Or, am I being dense and misunderstanding what you're after?
Switching between UI/connected modes - KISS or AX.25 that TNC and use
whatever apps you'd like at the same time. Run UI-View, minicom,
Winpack, WinAPRS, xastir and aprsd all at the same time if you want
(though that list'd make for quite the cluster).
Or if you need multiple stations to access anyone TNC/Prado; setup
something like arpsd/javAPRSrvr. It can handle the TNC and allow as many
operators/sites as needed access to any one TNC/radio.
