Because as we learned back in the 1980s, having stations and
networks self-identify is worth its weight in gold.  You may not
intentionally be sharing a freuqency with another WinLINK node
but we find that the packet channels are full of lurking devices
all thinking they are alone and have found a private channel.

With the "death of packet" and now a resurgeence of IRLP,
EchoLINKS, WinLINKS, TelPACS, BBS's DX clusters,
private patches, these things are showing up all over.  The
goal of (and the commonality of AX.25) makes it only make
sense that all "assets" should beacon one hop via RELAY
and should digipeat other such RELAY beacons from
its surrounding neighbors so that EVERYONE on freequency
is aware of everyone they are sharing the channel with.

Even if a "network" is not intended. it is only common sense
to see and identify who else is on the channel.
