In these message we have to be very specific.  There
are two kinds of HOME RELAYS.  The vast majority
are QRM generators and not needed.  The very small
few may be required.  The worst thing that can happen
is if people missinterpret these messages and start
setting every home station to  act as WIDEn-N digi... Bob

I'm thinking the most effective would be to change home RELAYS to 
WIDEn-n, if they could be configured so that they digipeat _only_ if 
the packet has never been digipeated.  Since I'm guessing home RELAYs 
are mostly software based, this should be feasible.
