[aprssig] Updated PacComm digi settings.

While helping a local digi owner set up his PacComm 
(old Trace digi) to the New n-N Paradigm we realised 
there are slightly different settings based on the local 
area needs.

Near a WIDE2-2 area the aliases would be:
   WIDE2-2, WIDE2-1, WIDE3-3, WIDE3-2
    to handle all WIDE2's and the visiting WIDE3

In a WIDE3-3 area:
   WIDE2-2, WIDE3-3, WIDE3-2, WIDE3-1
   to handle all WIDE3's and a visiting 2

in a WIDE4-4 area:
   WIDE2-2, WIDE3-3, WIDE4-4, WIDE4-3
    to handle all visitors and  neighboring 4's...

Of course, the best thing to do is to change it
with a UIDIG-ROM in the TNC and then be
fully up to date...  But the above settings help
out in the meantime.

Notice, that all fixed users in a PacComm TNC
area would use the outgoing path of DIGIx,WIDE2-2
or whatever N-1 is for that area...

Also an IGate shold be within range of any of these
digis to capture mobiles going through...
