Anything to do with the serial link between the PC and TNC, at a guess.
Is the TNC setup for Hardware Handshake, while AGWPE is expecting to use
XON/XOF perhaps?  Is the PC serial port coming up OK each time...

Can you communicate with the TNC ok with another program?  (NOT while
AGWPE is running!)  Try using a terminal program for example.  If when
you connect to the port that the TNC is hanging off, and you sudenly get
a screenfull of stuff from the TNC, then that is the problem,
handshaking and all that.

If not, try sending a ^Q (Put "Cap's Lock" on, hold down the "Ctrl" key,
and hit "Q")  If it's waiting for an XON, that should wake it up, try a
couple just in case it's realy in sulk mode...

However, even if after that, you cant communicate with it, but cycling
the TNC's power brings it back to life (while connected to the PC
running the Terminal program) then it's something that the TNC was told,
that it doesn't understand, probably from the PC.

I do not know the KPC3 or AGWPE, so I'll leave it to others to advise on
the correct settings.

FYI.
If you get the TNC in a mode where it's monitoring the channel, and
spewing data out to the PC, sending a Ctrl+S (XOFF) should stop it.
Sending a Ctrl+Q (XON) should let it continue again.  That will confirm
it's using that method of handshake, or "Flow Control" to use the
correct term.
