It is a D700 functioning as a digi. It does sometimes get turned off  
for EVAs and school contacts, but it is functional most of the time.  
Remember, you can see the activity on ARISS, PCSat 1 and 2 on these  
pages:

These are of course dependent on IGates hearing the data and sending  
it to the APRS IS, but there are IGates up for all three (though  
PCSat1 has the smallest number), so when they are functioning you can  
see some activity...
