[aprssig] APRS on RF?

At the moment this is a slightly flawed path because of the wide spread
use of uidigi which has a bug. <local>,WIDE2-1 acts like
<local>,WIDE2-2 =3 hops(17 copies by Bob B's matrix) which is too many
hops in this area.

I don't think <local>,WIDE produces any dupes as there should not be
any more digis after the second hop. If all the digis are setup with
proper dwait/ppersist then it should propagate out to the 4 digis
surrounding the area. 2 hops in this area exceeds the Aloha circle.

The ultimate answer is to fix uidigi but I haven't seen any action on
the uidigi list about the change. We will jump right on it when it does
come. At least it's a low cost upgrade (burn new proms).
