[aprssig] Sample Digi-Ned ini file for the new no relay/wide system

Don't confuse UI-Digi with DIGI_NED..... UI-Digi needs a PROM and a TNC2
clone, and DIGI-NED runs on a PC. 

But he does have a prom burner...
