Any attempt at connected mode will fail at altitude
unless the command uplink channel is not on 144.39.
Could that be it?    At altitude you get 100% interference
from hundreds of APRS stations within hundreds of miles.
on 144.39.

Best uplink for Balloons might be 144.990 with downlink
on 144.39.  Or even better, the Balloon freqeuncy of 144.34.
THat way the Balloon receiver will only hear your command 
station...

Of course if it is listening on 144.99 then it can also serve as
a digipeater for small low-power pocket trackers which can
be purchased on that frequency...
