[aprssig] AX.25 for Commercial Use

There aren't any restrictions on the use of AX.25 for commercial 
purposes.  Similarly, there aren't any restrictions on using the APRS 
protocols, though "APRS" is Bob's registered trademark, so the name 
itself can't be used without his consent.
