[aprssig] BALLOON unproto paths

    The fact the MANY APRS software and  Tiny Tracks default to 
RELAY,WIDE. Not everybody is a geek and has time to stay up with the 
changing wims of this APRS community. We are supposed to Elmer these 
people, not lock them out.
