[aprssig] XBAUD via NO-44

NO, if you see the telemetry showing 00111111 then
the two 9600 baud UHF receivers are off.  This is the
only mode we can keep her alive in.  But once we lose
her again, then she goes back to 11111111 all the time.
But then we have to command GATEWAY ON and 
that only lasts for the sun side of one orbit.

so kinda makes it too hard...

Is XBAUD still valid on NO-44?  I know a lot of things are turned off
but was going to try the 9.6kbps uplink and 1.2kbps down if it is
still
functioning.
