This is a Mic-E compressed-format packet that codes part of the lat/long 
position information into the destination field to create the shortest 
possible packet burst.

Since APRS operates in unconnected mode, you normally never address a 
specific station. The destination address is basically overhead, and can 
be "stolen" to code other information.
