  On second reading, I realized that 90 is an even multiple of 18, so
you'd send out two packets at the same time on the 90.  So change #3 to
'every 90 minutes starting at 27 VIA WIDE2-2' and you eliminate that
doubling, and fill in one of the open 18 minute gaps.
