[aprssig] APRS Spec Addendum 1.1

A couple of suggestions for the revision...

1. areaobjects.txt gives details on the format for area objects;
symbolsX.txt has a short section at the end on area objects. The
discussion in symbolsX includes a calculation for the offset value that
areaobjects says is incorrect.

2. I'd suggest, less strongly, that areaobjects should just be merged
into symbolsX. Or, symbolsX should at least cross-reference
areaobjects, so naive developers can spend a little less time lost.

3. The 1.1 spec page says that object names should be restricted to the
character set most GPSes use for waypoints. It doesn't say what that
character set is (or what characters to avoid). It's only fair to list
them.
